Who is Con Dolan, and why does Kinsey go to visit him?

Con Dolan is the homicide detective who had investigated the Laurence Fife murder case eight years before. He looks like a wino off the streets but is a very sharp man. He gives her the file on Laurence Fife and as she reads, Kinsey realizes that the case against Nikki was pretty solid. She is also surprised to see that a second death with the same M.O. of oleander poisoning occurred only four days after Laurence's death. A young accountant in Los Angeles named Libby Fife was the victim. Libby had worked for the firm that handled Fife's law firm's business interests. Kinsey asks Dolan why Nikki wasn't charged with both murders; he says they had enough evidence to charge her with Laurence's death and didn't bother pursuing the other because the evidence was weak to nonexistent
