If you can find a specific outline of what the ration cards allowed either in this situation or in another situation, such as during World War II in the United States, plan a menu using those ingredients. What foods would you have to give up? What foods would you have to eat sparingly?

Find a video clip of a market like Crawford Market. Then recreate that scene in the classroom, making sure to have many noisy sellers and buyers who are willing to bargain. Because Crawford Market appears to be a very crowded place, you may have to arrange the desks to allow for the use of only a small part of the classroom, depending on the number of students you have.
