Act 1, Scenes 1, 2, and 3
• Town officials gather in the mayor's house for what they are told is an important meeting. The mayor says he has received a letter from his friend telling him them that a Government Inspector is visiting the town.
• The Mayor says that they are all guilty of sinning, but he will do the best to cover the sins up before the Government Inspector arrives.
• The Postmaster arrives, eager to hear news about the inspection. The Mayor takes the Postmaster to one side and tells him to steam open all the letters the post office receives to ensure no one is receiving anything they should not.
• The Judge overhears the Mayor and Postmaster's conversation and offers the Mayor one of his new puppies as a gift. He suggests to the Major that when it is all over, they go out hunting.
