President Andrew Johnson was impeached (officially charged with misconduct) on charges of violating a federal law, the recently enacted Tenure of Office Act, and of defying the authority of Congress. The impeachment process begins with a House committee that debates whether or not the president committed impeachable offenses. If the committee agrees that the president has committed such actions, they draft articles of impeachment—items that note specific offenses of which the president is accused. The entire House of Representatives then votes on whether to impeach the president on those articles. If two-thirds of the representatives vote for impeachment, the president is placed on trial in the Senate. A two-thirds majority vote in the Senate is required to remove the president from office.
