McVeigh spent much of the spring and summer of 1994 in Arizona. He worked at a True Value Hardware store with Fortier but still made the rounds of the gun-show circuit. McVeigh lived briefly with Fortier and was the best man at Fortier's wedding in Las Vegas in July. By this time, McVeigh was seriously thinking of initiating an offensive attack against the government. McVeigh told Fortier that he and Terry Nichols "had decided to take some sort of positive offensive action" against the government and wanted to know if Fortier was interested in joining them.
