Following the selection of a memorial design for the bombing of the federal building in Oklahoma City, Oklahoma Representative Frank Lucas authored a bill to designate the bomb site a national memorial and a part of the National Park Service. Bill Clinton, the forty-second president of the United States, at a ceremony in which he accepted a sapling from the elm tree at the bombing site, spoke of how the bombing made Americans realize what was important in life and how they came together to help those in need. He also commended the memorial design and urged the passage of the bill making the site a national memorial.
