Although Timothy McVeigh finally conceded after his conviction that he did indeed bomb the federal building in Oklahoma City, he continued to assert that he was unaware there was a day-care center inside the building. He angered many Americans when he referred to the children who were killed in the blast as "collateral damage," a military term that refers to innocent civilians killed by accident during wartime.
Despite the deaths of nineteen children, McVeigh never veered from considering his assault against the federal building as an attack against an enemy government in which civilian deaths, while regrettable, were necessary.
