In a number of camps pro-Japanese Issei and Kibei made threats against Nisei who they felt were too conciliatory toward camp officials and the U.S. government. Relations between the factions worsened yet again when the WRA began to administer a loyalty questionnaire to all internees over the age of seventeen. The controversy centered on questions 27 and 28 of the questionnaire. Question 27, directed at draft-age males, asked:

"Are you willing to serve in the armed forces of the United States on combat duty, wherever ordered?" Women were asked if they would serve in the Women's Army Corps (WACS) or the Army Nurse Corps. Question 28, directed at all internees, asked: Will you swear unqualified allegiance to the United States of America and faithfully defend the United States from any or all attack by foreign or domestic forces, and forswear any form of allegiance or obedience to the Japanese...
