The National Industrial Recovery Act (NIRA) was signed into law in June 1933. It created the National Recovery Administration (NRA), which was a long-term economic solution for business and labor. The plan sought to establish 550 self-regulating codes and standards. Some of these new codes included the institution of a minimum wage, maximum work hours, safer working conditions, and the guarantee that workers had the right to organize and bargain collectively. Roosevelt hoped to end the conflict between owners and workers in an effort to get industry rolling again. On September 30, 1934, he addressed the nation to discuss the NRA:

I shall not ask either employer or employees permanently to lay aside the weapons common to industrial war. But, I shall ask both groups to give a fair trial to peaceful methods of adjusting their conflicts of opinion and interest and to experiment for a reasonable time with...
