The Process.
Senate Trial.
On 19 December 1998 the House of Representatives voted on the four articles of impeachment. Article I, alleging perjury before a grand jury, passed 228 to 206. Article II, accusing the president of perjury in a civil lawsuit, failed 229 to 205. Article III, alleging obstruction of justice, was approved 221 to 212. Article IV, charging abuse of power, failed 285 to 148. Except on Article IV, the votes, with few exceptions, lined up by party, with the Republicans voting for and Democrats voting against impeachment. Thirteen members of the House of Representatives, all white male Republicans, were tapped to be "managers" (prosecutors) of the case against the president in the Senate trial. President Clinton chose a more diverse defense team of lawyers, which included Cheryl D. Mills, a young, black, female attorney, who proved to be the most successful spokesman for the president.
