President Johnson's budget message sent to Congress on 15 January 1969 provided aggregate, six-year totals reflecting his Great Society's monumental federal efforts to transform education in America. He cited the following accomplishments:
1. We arc now assisting in the education of nine million children from low-income families under Title I of the Elementary and Secondary Education Act of 1965.
2. We are providing a Head Start for 716,000 preschool children... and Follow Through for 63,500 children to preserve their gains.
3. About 182,000 children who suffer mental or physical handicaps requiring special educational methods are now enrolled in classes with Federal support. None of these programs was available in 1964.
4. Under the budget proposals for 1970, college students-will receive a total of 2 million grants, loans, and interest subsidies for guaranteed loans compared with 247,000 in 1964. This assistance is reaching 1 out of every 4 students.
