On 17 June 1932 the Patman bill failed to pass the Senate, and Congress adjourned without taking any further action. Several of the demonstrators left the city, but the mood among the five thousand or more who remained was sullen. The government, under increased pressure from local residents to remove the veterans, was also running out of patience, but government officials remained undecided as to what action they should take. Tension increased as the marchers set up picket lines around government buildings, including the White House. On 28 July Treasury Department officials asked the police to evict a group of the bonus marchers who had settled into offices on Pennsylvania Avenue. The squatters resisted eviction, and, in the melee that followed, two of the veterans were killed by police, who claimed to have shot in their own defense.
