Lewis did experience some defeat in late 1937 and 1938. The CIO suffered setbacks when the economy took a massive downturn and layoffs and rising inventories curbed the militancy found earlier in the year. Lewis estimated that 8 million to 10 million workers had joined the CIO, but this number was vastly exaggerated. Furthermore, the AFL responded to the challenge by increasing its own organizing and challenging the CIO in many industries.
