Lewis realized that he needed shrewd, intelligent, and experienced organizers to build the CIO successfully. Many of the best organizers were socialists and communists, veterans of many labor wars. Lewis did not hesitate to use the radicals. This was an opportunistic move, however, not one of support for the revolutionary cause. Lewis did not fear that the communists would take over his organization. He needed good men, and the radicals were often the most dedicated and effective organizers. Communists soon became prominent members of the CIO at both the national and local levels.
