Notorious is the story of Alicia Huberman and T.R. Devlin. Alicia is the daughter of John Huberman, a convicted Nazi spy. Alicia is approached by Devlin on behalf of U.S. intelligence to work as a spy for them in Brazil. Many Nazis have moved to Brazil to continue their work, so Devlin asks Alicia to meet with them to discover their plans.

After Alicia admits to having known one of the Nazis, Alex Sebastian, in the past - in fact, Alex had wanted to marry her - she finally agrees to help with the project. In Brazil, Alicia and Alex begin to see one another again. Alex soon demands that Alicia marry him to show her allegiance to the cause. Against Devlin's better judgment, Alicia marries Alex.
