Summary: The ideology of apartheid originates from the theory that whites and other races are so different culturally, that they can never exist together in a cohesive and harmonious community. There was a fear amongst whites that integration would bring domination by the non-white majority, which would lead to a loss of political, cultural and economic control.
Apartheid ideology comes from an Afrikaner fear of domination by non-whites, the belief that God chose to give Afrikaners power and a strongly entrenched history of racial discrimination. Policies of segregation came about through the United Party's Fagan Report and the Herenigde National Party's Sauer Report. When Malan became Prime Minister he began enforcing policies of apartheid through various Acts and maintained power and wealth by depriving non-whites of the ability to vote.
