In the first 15-20 years after emancipation blacks were given more opportunities, yet they were still held back by the Jim Crow laws. Whites still did not respect blacks, and although they said they were equal, whites believed that they would always be ahead of the blacks and more important. The Civil Rights Cases and the Plessy v. Ferguson case both created a foundation for the expansion of segregation in the South. The Civil Rights Cases were born through a number of cases involving application to the federal law.
