When Hitler was gaining power he needed all kinds of people for him. Adults made the group Hitler was aiming to hit on and become the ruler. However, they were not the only ones affected by him. After Hitler's raise to power, step by step the youth was fully controlled by his tricks. They were affected just as any other group and just like with any other group he used propaganda, the people themselves and his vicious tricks that closed the circle. He knew well, or just guess or predicted well, who will be powerful and how to act so noone realises what is he up to. The judging of people was extra helpful, because he could destroy his future enemies before they got too far. He always fought till the end and got what he wanted.
