During a time of rivaling states and frequent fighting, China, in the Warring States Period, was in dire need of reformation. Not only were the six rebellious kingdoms constantly hostile, but each also lacked a unified system and disgraced its nation. Reformation, however, gradually arose as Qin Shi Huang Di, formally King Zheng of the Qin Kingdom, defeated the feudal stated and gained control over China. With his conquest and emperorship complete, he created a series of amendments, which rectified and consolidated China.
By abolishing feudalism, Huang Di avoided the anarchy of the Warring States and created a new, centralized government. He appointed three Gong, high government officials, to assist him in the ruling of China.
