The Ottawa Charter - Illicit Drug Use in Australia

Illicit drug use is a problem for the individual, the community and government organisations. Although there is relatively less mortality and morbidity related to illicit drug use than to alcohol and tobacco, it is still a major concern to society because of its risks, influences and harms.
Three strategies implemented by the government or non-government organisations are assessed and outlined in the following analysis of policies and the interaction they have with the Ottawa Charter.
1. The National Drug Strategy
The National drug Strategy (1985 - present) is a policy that was introduced in four parts beginning in 1985 as the National Campaign Against Drug Abuse (NCADA) at the joint federal state meeting of health ministers. It was initiated to emphasise that illicit drug use is essentially a health issue and to educate and promote community awareness of the effect of illicit drug use through mass media.
