From 1781 to 1789, the United States of America was being governed through the Articles of Confederation. The Articles of Confederation were what one could call a first draft to the Constitution. There were many flaws in the Articles of Confederation, and they did not provide the United States of America with a very effective government at all.

The Articles of Confederation were drafted during the Revolutionary war in 1777 by the Continental Congress; the same gentlemen who signed the Declaration of Independence. By looking through these Articles, one could detect very easily the wariness that the Americans had of setting up a new centralized government.
