When the Provisional Government came to power in February 1917, it inherited many problems from the Tsarist era, as well as creating some of its own. They themselves did not really want to be in the position they were in; they hadn't been elected by the people and were taking their title of "Provisional" Government very literally. Their delay in calling a Constituent Assembly also had a negative effect on their rule. World War One and their eventual decision to continue with it was another problem that the Provisional Government found difficult to deal with. The terrible conditions that faced the Russian people and the Provisional Government's seeming inability to find effective solutions resulted in the people feeling let down.
