Society has always believed in the "you do the crime, you do the time" method when somebody commits a criminal offense. Most people will probably say that criminals need to go to jail for the acts, but that solutions caused a major problem. People will always commit crimes, and the police forces are arresting more people each year. Where do all these criminals go?
