Overcrowding in Local Jails

Society has always believed in the "you do the crime, you do the time" method when somebody commits a criminal offense. Most people will probably say that criminals need to go to jail for the acts, but that solutions caused a major problem. People will always commit crimes, and the police forces are arresting more people each year. Where do all these criminals go? They go in overcrowded jail facilities, because most counties cannot build enough jails to control these criminals. However, there are other ways to keep these people who have committed crimes from repeating their acts.
