On the 17th September 1988, seventy-seven years old woman, Florence Lacs was found dead in her bathtub; she was covered room temperature water and was sprayed over with some sort of repellant. The suspect, Kevin Wiggins and his girlfriend was seen near the apartment two days before she died. Kevin has not committed any crimes before but he has no permanent resident. They were also using her credit cards and car. They had also pawned a ring that belonged to Lacs. They were arrested on the 21st. He claimed that he found her things lost in a restaurant on Friday, but in fact, he was already using them on Thursday night. Wiggins's girlfriend, Armstrong's charges were dropped, however.
