A false sense of safety is instilled into the minds of citizens through sex offender notification because not all offenders are caught and the community only gets notified of high-risk offenders. Many people believe that because notification of sex offenders is required, they are out of harm's way. But not all sex offenders are caught. The notification process does not concentrate on the more common types of child abuse cases, which are perpetrated by family members, not strangers. (Community) The notification process cannot touch the offenders that are never charged, because families hide their secrets well.
