The first official use of the term "Affirmative Action" came from the office of John F. Kennedy in the year of 1961. The main purpose of affirmative action was geared to end discrimination, but was changed in the year of 1964 to end discrimination in the job market with the Civil Rights Act of 1964. Terry Eastland said in his essay titled "Ending Affirmative Action", "that we do not have to take the risk of affirmative action" (477). There is a risk involved in establishing affirmative action. It can either hurt the minorities by giving them an advantage over others, or it can help them by allowing them to show that they are capable of performing as well as others once they get into a certain institution.
