How Effectively Had the Chinese Communist Party Established Its Authority Over China by 1966?

On October 1, 1949, China gained its independence and the Chinese Communist Party gained control to a country with a failing economy, a new government and no stable military control. In order to examine effectiveness, one must look at the military, economical and political achievements by the Chinese Communist Party. In order for one to answer this question one must define the word "effective" in this context. The extent of effectiveness is the extent to which the CCP was successful at gaining and controlling authority in China. I believe that to a large extent the CCP was effective at establishing authority, but the methods or outcomes could be argued unethical.
