Assume briefly, that there is an agricultural plant that could be used in over 25,000 different ways and had the potential to improve our environment and economy. What if such a plant existed and yet was considered illegal because the government considers it to be a drug, yet there is no evidence to support this claim. Industrial hemp is such a plant.
