Background
America was in a current struggle to remain neutral, or non-participant in war. During the period in which Washington was president, the French Revolution put the United States in an awkward position with France, its old ally.
Trade with Britain was crucial; America traded agricultural exports while Britain traded manufactured goods. However, a high anti-British feeling was developing in the United States. Devastating Indian attacks along the northwestern frontier flourished. "I can have no doubt of the influence of British agents in keeping up Indian hostility," one Kentucky congressman once said.
