According to Westwood, the Russian bureaucracy was one of the major causes for the revolutions in Russia. These revolutions had their differences and their similarities. The 1905 revolution was known as the "dress rehearsal", and the 1917 revolution was the actual revolution. Due to the industrialism in Russia, there were a lot of inequalities within the society. This led to an eagerness for change or a revolution.

In both revolutions, the government crisis was brought on by war. One of the demands from Father Gapon, in the 1905 revolution was to end the Russo-Japanese war.
