The English developed a constitutional system in a time when most of Europe was going in the direction of absolutist France some of the forces that formed this uniquely English system were: the glorious revolution, the English bill of rights, and John Locke. In my opinion, the most important force in the adaptation of England's constitutional government was the glorious revolution.
The English call the events of 1688 to 1689 the "Glorious Revolution". "The revolution was indeed glorious in the sense that it replaced one king with another with a minimum of bloodshed. It also represented the destruction, once and for all, of the idea of divine-right monarchy."
