I transmit herewith a communication of the 3d instant from the Secretary of the Interior, in relation to the urgent necessity of action on the part of the Congress for the more adequate prevention of trespasses upon Indian lands, with copy of report from the Commissioner of Indian Affairs upon the subject, draft of bill for the object indicated, and copy of correspondence from the Secretary of War recommending action in the premises.
