The Japanese Foreign Minister, Togo, delivered an extraordinarily firm, manly, and diplomatically clever speech in Parliament. He rejected the theory of race struggle, stretched out the hand of peace to the South American states, and above all handled the peoples in East Asia, who are oppressed by the English and Americans, with exceptional psychological skill. The Japanese are pursuing a tactical course fraught with extraordinary danger for both England and the United States. It is evident that the Japanese have had considerable political and diplomatic experience. Added to their great military powers this experience is calculated to achieve corresponding successes.…
