Citing the potential for Eden's destruction without strict rules, Eden's government allows couples to have only one child. Since Rowan was falsely declared to be the second child, she grows up hidden from view in the family's home. Her twin, Ash, lives the life of a privileged child in Eden. The main themes are sibling relationships, man's connections to nature, and government control.
