How are the Baldies described in the novel, Key Out of Time?

The Baldies can best be characterized by their total lack of individuality. They are dressed identically, look alike, and act like robots. Their mental powers have given them grotesquely large heads, but their physical attributes have dwindled, and they are weak and spindly looking.
